Article 4, in particular, states that the remaining parts of the Russian 14th Army stationed in Pridnestrovie (which, after its abolition, constituted the OGRV with the functions of protecting Russian military warehouses there) will observe neutrality, and questions about the status of the army, the procedure and the timing of its phased withdrawal will be determined during negotiations between the Russian Federation and the Republic of Moldova. According to article 8 of this Agreement, it may be terminated either by agreement of the parties or by withdrawal of one of the contracting parties. Despite constant attempts to question and discredit Russia's mandate to carry out a peacekeeping mission and to demand the withdrawal of Russian troops from Pridnestrovie for a number of years, Chisinau has not yet announced its withdrawal from the Agreement on Principles of Peaceful Settlement of the Moldovan-Pridnestrovian Conflict. The Istanbul commitments of 1999 regarding the export of arms from Pridnestrovie, made by Russia in the context of the CFE Treaty, but of a bilateral Russian-Moldovan character and not concerning third countries, were fulfilled ahead of schedule as early as 2001. At the moment, there are no weapons in the PMR that are regulated by the CFE Treaty. Moreover, in July 2007, the Russian Federation imposed a moratorium on compliance with the CFE Treaty because the treaty was not ratified by any NATO member state. And on March 11, 2015, Russia finally withdrew from the CFE Treaty.
